Requests the Hawaii Judiciary to instruct judges to accept, receive, and consider written statements from victims or their immediate family members regarding felony crimes before approving plea-bargain agreements

Directs county prosecuting attorney offices to offer victims or their immediate family members the option to provide written statements to judges when a plea-bargain agreement is being negotiated

Extends existing victim rights protections to the plea-bargain process, aligning with current practices for parole hearings and other major case developments

Requires copies of the resolution to be sent to the Chief Justice of the Hawaii Supreme Court and prosecuting attorneys for Honolulu, Hawaii, Maui, and Kauai counties
