Urges all law enforcement officers and prosecuting attorneys in Hawaii to vigorously enforce and prosecute offenses committed against essential workers while performing their jobs.

Defines essential workers as those identified by the CDC's Advisory Committee on Immunization Practices who work on-site in close proximity (less than 6 feet) to the public or coworkers, including health care, grocery, food service, hospitality, airline, and ground transportation workers.

Acknowledges that essential workers often face harassment or physical confrontation from individuals who refuse to follow government-enacted emergency rules and orders related to COVID-19.

Requires certified copies of the concurrent resolution be transmitted to the Chief of Police and Prosecuting Attorney of each county in Hawaii.
