Department of Health is requested to conduct a study exploring options for better oversight of community health centers, dental clinics, and other medical service entities in Hawaii.

Study must include recommendations for additional Department of Health authority to oversee these entities and review how other jurisdictions provide similar oversight.

Study must address whether the Governor, Department of Health, or another entity should have authority to order closure or take control of a medical service entity when there is a threat to community health or failure to provide proper medical services.

Study must include recommendations for additional staffing and support needed by the Department of Health to adequately oversee medical service entities.

Department of Health must submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022.
