Requests that licensed physicians and surgeons in Hawaii ensure infants born alive after an attempted abortion are not denied nourishment or medically appropriate care and treatment.

Specifies that physicians are not required to provide medical treatment that is not necessary to save the infant's life, poses greater risk than benefit, or merely temporarily prolongs dying in non-viable cases.

Requests that physicians who perform abortions resulting in live birth inform the mother of the live birth, treat the infant as a legal person, and transfer the infant to emergency care or ensure appropriate medical care.

Directs that if the mother does not wish custody, physicians must take necessary steps to ensure the infant's welfare, potentially including contacting the Department of Human Services.

Requires copies of the resolution be sent to the Director of Human Services and Hawaii Medical Board, with the Medical Board distributing copies to all licensed physicians and surgeons in the state.
