Requests the University of Hawaii convene a task force to examine and assess its service arrangement with the Research Corporation of the University of Hawaii (RCUH), including review of the service agreement terms and conditions.

Task force membership includes the Vice President for Research and Innovation (chair), RCUH Executive Director and Director of Finance, Board of Regents Chairperson or designee, and three University of Hawaii System members appointed by the President.

Task force must submit findings and recommendations to the Legislature no later than twenty days prior to the Regular Session of 2022, then dissolve on July 1, 2022.

Report must address the history of the University-RCUH relationship, itemization of services provided, breakdown of fees paid and extramural funds received, and assessment of service agreement terms considering the University's research needs, limited resources, and state economic conditions from the COVID-19 pandemic.

Report must determine whether amendments to the service agreement are needed and provide proposed amendments addressing the agreement term, scope of services, fee structure and computation methods, indexing, maximum fees if appropriate, and the University's means to fund RCUH payments.
