Requests the Department of Business, Economic Development, and Tourism to convene a working group to develop an integrated strategic plan for Hawaii's regional engagement in the Pacific Islands.

Working group aims to reaffirm Hawaii as the political, economic, environmental, sociological, and technological epicenter for Pacific Islands regional engagement.

Working group consists of six members: President of the Pacific Forum, Executive Director of Papa Ola Lokahi, President of Hawaii COFA Advocacy Hui, Dean of Asia-Pacific Center for Security Studies, President of East-West Center at University of Hawaii, and Director of Center for Australian, New Zealand, and Pacific Studies at Georgetown University.

Resolution emphasizes coordination with Pacific Island Countries on issues including migration, health care, climate change, gender, and economic development, while addressing regional security concerns including Chinese and Russian engagement.

Directs certified copies of the resolution to be transmitted to the Governor, DBEDT Director, and all working group members.
