Requests the State of Hawaii and City and County of Honolulu to use all constitutional and charter authority to ensure perpetual public beach access in Kailua, Waimanalo, and Hawaii Kai

Directs the Department of Land and Natural Resources and Honolulu Department of Planning and Permitting to enforce Chapter 115 and Section 205A of Hawaii Revised Statutes against violators to the fullest extent permitted

Requests the Attorney General and Corporation Counsel of Honolulu to pursue legal action as necessary to ensure meaningful public beach access

Authorizes the State and City and County to exercise eminent domain power if necessary to protect public interest and ensure perpetual beach access in the three specified areas

Requires certified copies be sent to the Governor, Attorney General, Board of Land and Natural Resources Chair, Honolulu Mayor, Corporation Counsel, and Director of Honolulu Department of Planning and Permitting
