Expresses concern that recent development and newcomers have ignored community input, diminished Kailua's unique identity, and made the town resemble mainland areas like Orange County and Santa Monica, California.

Cites the successful Haleiwa Special District model on Oahu, which has engaged the community and guided development while preserving the town's character, physical features, and sense of place.

Requires certified copies of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, Mayor of Honolulu, District 3 Councilmember, Director of the Office of Planning, and Chairperson of the Kailua Neighborhood Board.
