Establishes a working group to develop a consolidated management plan for the Maunalua-Makapuu Scenic Byway (6.8 mile stretch of Highway 72) and Kaiwi coast area on Oahu's eastern tip between Maunalua and Waimanalo.

Working group composition includes co-chairs from Board of Land and Natural Resources and Department of Transportation, one House member, one Senate member, three community organization representatives, and one member with cultural history knowledge.

Working group tasked with consolidating management, addressing unauthorized vehicle access, providing safe pedestrian and bicycle access, creating signage and educational materials, and preserving the area in its natural state.

Working group must submit findings and recommendations to the Legislature prior to the 2022 Regular Session and is dissolved on July 1, 2023.

Co-chairs may invite City and County of Honolulu and other parties to participate; working group members serve without compensation.
