Requests that the Office of Planning implement recommendations from the third United Nations Universal Periodic Review statewide across all executive departments to further the State's Planning Act.

Recognizes Hawaii's participation in all three UPR cycles and its designation as America's first Human Rights state through House Resolution No. 194 in 2014.

Notes that the UN Office of the High Commissioner for Human Rights will issue a spring 2021 report connecting third UPR recommendations with the UN's 17 Sustainable Development Goals to guide Hawaii's achievement of the 2030 Agenda.

Directs transmission of certified copies to the UN Secretary General, UN High Commissioner for Human Rights, U.S. President, Vice President, congressional leaders, Hawaii's congressional delegation, U.S. Department of State, Special Presidential Envoy for Climate, Governor, and Director of Planning.
