Requests that the Contractors License Board include at least two Specialty Contractor members licensed in structural contracting subclassifications (C-6 Carpentry Framing, C-31 Masonry, C-32 Ornamental Guardrail and Fencing, C-35 Pile Driving, C-38 Post Tensioning, C-41 Reinforcing Steel, C-48 Structural Steel, or C-56 Welding) at all times.

Requires that these specialty contractor licenses were not issued automatically as a result of holding a General Engineering Contractor or General Building Contractor license.

Requests the Department of Commerce and Consumer Affairs and Contractors License Board to consider establishing an advisory committee focused on structural contracting issues within the Board.

Directs review of whether automatic issuance of specialty licenses to General Engineering and General Building Contractors without further examination or fees adequately ensures public safety and welfare.

Requires a report to the Legislature no later than twenty days prior to the 2022 Regular Session convening, including findings and any proposed legislation, with consultation of stakeholders including construction companies, unions, and the Structural Engineers Association of Hawaii.
