Supports any public project, permit, or approval that improves pedestrian and traffic safety while retaining public parking at Laniakea Beach on Kamehameha Highway.

Opposes any public project, permit, or approval that would close most or all public parking at Laniakea Beach for a multi-year period.

Addresses chronic traffic congestion at Laniakea Beach where traffic regularly backs up as much as two miles in both directions due to pedestrians crossing from parking areas to the beach.

References a 2015 court ruling that required the Department of Transportation to remove jersey barriers blocking public parking on city property, and identifies four alternatives being considered by the Department of Transportation.

Requires certified copies be transmitted to the Governor, Director of Transportation, Board of Land and Natural Resources, City and County of Honolulu officials, and relevant city departments.
