Requests the Office of Planning, in consultation with the State Energy Office, Land Use Commission, county planning departments, and electric utilities, to quantify land requirements needed to achieve 100% renewable energy by 2045 and meet food sustainability goals.

Directs the Office of Planning to provide estimated land requirements for renewable energy and food sustainability goals broken down by each county.

Requires the Office of Planning to submit findings and recommendations to the Legislature no later than twenty days before the 2022 Regular Session.

Addresses concern that renewable energy projects have been sited on agricultural lands while state food production has declined since 2018, despite a 2016 commitment to double food production by 2030.

Encourages consideration of alternative renewable energy sites including non-farmable agricultural lands and developed areas such as rooftops, parking lots, and roadways rather than viable agricultural lands.
