Requests the Department of Land and Natural Resources to establish a task force to propose a community-based stewardship program for Polihale State Park on Kauai addressing capacity, access, fishing, surfing, and vehicle use.

Park contains native Hawaiian burial sites and sand dunes; was shut down in summer 2020 due to overuse and abuse from motor vehicles and recreational vehicles.

Task force shall include representatives from the Governor's Office, Legislature, DLNR staff, Kauai County Mayor's Office, and Kauai County residents.

DLNR must report task force findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convenes.

Stewardship program should address capital improvements to protect dunes and entry roads, parking conditions, camping area maintenance, and concerns of lineal and cultural descendant families with burial sites in the area.
