Urges University of Hawaii President and University of Hawaii Professional Assembly Executive Director to convene a task force examining the tenure system for researchers and non-instructional faculty and compensation structures for faculty supported by extramural funding.

Task force must compare University of Hawaii policies to peer institutions across the United States and propose best practices for implementation, with a report due 20 days before the 2022 regular legislative session.

Requires task force to include representatives from the Board of Regents (as chair), University administration, Vice President for Research and Innovation, faculty union, and human resources.

Task force must provide a matrix of non-instructional faculty positions showing total numbers, tenure status breakdown, and percentage of tenured and tenure-track researchers.

Task force must assess composition of tenured faculty, funding sources for compensation (including extramural funding), tenure policies, and research designation, with proposed amendments to align with peer institution best practices while meeting Hawaii's unique needs.
