Requests the Office of Hawaiian Affairs to establish a Burial Sites Working Group to study and analyze allegations of mismanagement by the Department of Land and Natural Resources' State Historic Preservation Division regarding the burial sites program.

Working group must determine a recommended course of action to address mismanagement allegations, including proposed legislation, and submit findings and recommendations to the Legislature no later than 20 days before the 2022 Regular Session.

Working group membership includes representatives from the Office of Hawaiian Affairs (chairperson), Island Burial Council chairpersons, State Historic Preservation Division staff, two landowner/developer representatives appointed by the Governor, Hawaiian community representative, William S. Richardson School of Law representative, and Huliauapa'a/Kaliuokapa'akai Collective representative.

Directs the State Historic Preservation Division to cooperate with the working group in investigating failures including inadequate staffing, lack of training, insufficient legal representation, failure to develop burial sites inventory, poor administrative support, and lack of enforcement of statutory violations.

Requires certified copies of the resolution to be transmitted to the Governor, Board of Land and Natural Resources, Office of Hawaiian Affairs Board of Trustees, Island Burial Councils, and other relevant organizations.
