Request joint study by Department of Transportation and Kauai Department of Public Works to identify traffic congestion solutions at two intersections: Kaumualii Highway and Opu Road, and Kaumualii Highway and Maluhia Road

Study must include timeline and estimated costs for implementing recommendations

Departments must submit joint report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2023 Regular Session convenes

Resolution cites Kauai County population growth of 8% between 2010-2019, vehicle registration increases of 15% between 2010-2018, and traffic volume increases of 10-13% at certain county survey sites

Kaumualii Highway is a 33-mile roadway serving multiple communities and near seventeen of the county's largest employers, plus the Pacific Missile Range Facility with approximately 1,000 personnel
