Requests the Auditor to conduct an assessment of the social and financial effects of mandating health insurance coverage for annual mental health screenings under S.B. No. 728 (2021), pursuant to Hawaii Revised Statutes sections 23-51 and 23-52.

Requires the Auditor to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the 2022 Regular Session.

Mandates transmission of certified copies of the concurrent resolution to the Auditor and Insurance Commissioner.

Establishes that this assessment is required before any legislative measure mandating specific health insurance coverage can be considered.
