Encourage the State to consider and adopt innovative policies that invest in alternative transit infrastructure and reduce the number of vehicles on the road.

Request that the Department of Transportation convene a working group to examine policies for alternative transit infrastructure and vehicle reduction.

Establish a working group comprised of legislative transportation and housing committee chairs, the Director of Transportation, Chief Energy Officer, and representatives from the Hawaii Automobile Dealers Association, Ulupono Initiative, and Hawaii Bicycling League.

Require the working group to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2022 Regular Session.

Note that traffic congestion costs the State over $753 million annually, with more than 1.27 million registered vehicles in the State compared to fewer than 944,159 licensed drivers.
