• Task force must review the 2011 Kakaako Makai Conceptual Master Plan and its fourteen guiding principles, which emphasize public access, cultural facilities, open space, and prohibition on residential development.

• Task force membership must include the Hawaii Community Development Authority Executive Director (as chair), OHA CEO, Board of Land and Natural Resources Chairperson, one state senator, one state representative, and a Kakaako Makai Community Planning Advisory Council representative.
