S.C.R. No. 217 Summary

• Office of Planning is requested to convene a multi-agency task force exempt from Hawaii Revised Statutes chapter 92 to review affordable housing sales guidelines in Hawaii and compare best practices from other high-cost areas.

• Task force must examine how maximum sales prices are determined, resale restrictions, equity sharing provisions, and other guidelines that maximize affordable housing in high-cost areas.

• Task force is requested to develop a uniform methodology and definition for setting affordable housing sales prices that can be used to provide incentives to builders statewide and in various counties.

• Task force composition includes the Director of Planning (chairperson), Hawaii Housing Finance and Development Corporation Executive Director, Hawaii Community Development Authority Executive Director, Senate President, House Speaker, county planning representatives, a local developer, and a housing policy analyst from Hawaii Budget and Policy Center.

• Task force must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convenes.
