References the Department of Land and Natural Resources' Hoala Loko Ia program established in January 2015, which consolidates multiple permits (dredging, wall repair, invasive species removal) into a single Master Conservation District Use Permit for fishpond projects.

Notes that Hoala Loko Ia currently applies only to fishponds in state conservation districts, leaving fishponds in areas under City and County of Honolulu jurisdiction without access to the streamlined process.
