Urges the Legislative Reference Bureau (LRB) to conduct a study on best practices for telework and alternative work schedules for government agencies, businesses, and nonprofit organizations in Hawaii.

Study must include recommendations on policies, guidelines, standards, and procedures for successful telework program implementation and identify which employee categories and positions are suitable or unsuitable for telework.

Study must identify reasons for making telework available to employees, including feasibility of caregiving as a telework reason, and recommend suitable telework locations with infrastructure and security measures.

LRB required to submit findings and recommendations to the Legislature no later than twenty days before the Regular Session of 2022 and make the study publicly available online.

Urges state and county agencies to adopt telework policies incorporating best practices and encourages businesses and nonprofit organizations to do the same.
