S.C.R. 225 - Summary

• Urges the Department of Business, Economic Development, and Tourism's Office of Planning to develop a consultation implementation plan with the native Hawaiian community regarding cultural resources, practices, and ocean policy in the Coastal Zone Management Plan.

• Requires the consultation plan to commit the State to support native Hawaiians and recognize their status as the indigenous peoples of Hawaii with an equitable role in ocean planning.

• Establishes six recommended policy statements for adoption, including that consultation should promote native Hawaiian interests, occur early in decision-making, involve two-way information exchange, and be based on trust and ongoing relationships.

• Directs the Office of Planning to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2022 Regular Session convenes.

• Requires the Office of Planning to communicate whether and how native Hawaiian consultation affected agency decisions, and provide explanations if consultation did not influence the outcome.
