Notes that lifeguard services contribute to public safety and the state's economic reputation as a desirable place to live and visit.

Identifies increased ocean and beach use over recent decades through kayak rentals, stand-up paddling, and surf instruction activities as making lifeguard service levels increasingly critical.

Directs transmission of certified copies of the concurrent resolution to the Co-Chiefs of the Hawaii 2.0 Committee.
