• Request Department of Land and Natural Resources' Division of Boating and Ocean Recreation to formalize the Honokohau Small Boat Harbor Working Group as the management authority for the harbor.

• Working group must establish bylaws, create a sustainable business plan, explore private-public management frameworks, develop new marina management rules, and perform harbor management tasks under division supervision.

• Working group membership includes Deputy Director of DLNR, Division Administrator, Senate District 3 Senator, House District 6 Representative, Governor representative, two Hawaii Fishing and Boating Association members, and four community-at-large members.

• Working group must hold bi-monthly virtual meetings and submit quarterly reports to the Legislature beginning in 2022 for three years, with any proposed legislation included.

• Working group is scheduled to dissolve on June 30, 2026.
