Requests the Department of Hawaiian Home Lands to provide recommendations for proposed legislation regarding maintenance of the unpaved corridor between the South Point Access Road and the boat ramp at Kaulana Bay and Mahana Bay to the southernmost point in the United States

Directs recommendations to focus on protecting natural and cultural resources along the coast, increasing public health and safety through a defined access road, and improving the access road for emergency service vehicles

Requires the Department of Hawaiian Home Lands to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022

Acknowledges Ka Lae (South Point) as a national historic landmark and wahi pana of cultural significance that has been damaged by unregulated public access, including soil erosion from recreational vehicles reaching depths over eight feet

Directs transmission of a certified copy of the resolution to the Chairperson of the Hawaiian Homes Commission
