Requests the Department of Land and Natural Resources (DLNR) to formulate a five-year plan ensuring the State Historic Preservation Division reviews projects within a four-month timeframe.

Addresses a backlog of proposed projects requiring review under Section 6E-42, Hawaii Revised Statutes, before state and county agencies can approve projects, issue permits, or authorize land use changes.

Urges the State Historic Preservation Division to review proposed projects expeditiously while ensuring significant historic properties receive appropriate consideration.

Requires DLNR to submit a report to the Legislature on the plan's status, progress, and an organizational chart of the State Historic Preservation Division no later than 20 days prior to the 2022 Regular Session.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and Director of the State Historic Preservation Division.
