Urges the Department of Human Resources Development to establish a new civil service class for project managers under collective bargaining unit 13.

Notes that project managers are currently hired using a generic General Professional series class despite civil service classes existing for engineers and architects whom they manage.

Identifies that during 2020, the Department of Human Resources Development coordinated with the Department of Accounting and General Services, Department of Hawaiian Home Lands, Department of Land and Natural Resources, and Department of Transportation to develop an agreed-upon project manager position description.

Highlights that setting project manager salaries according to bargaining unit 13 would result in project managers earning less than the engineers and architects they supervise, since engineer and architect salaries are typically two ranges higher.

Directs that certified copies be transmitted to the Governor, Director of Human Resources Development, Comptroller, Chairperson of the Hawaiian Homes Commission, Chairperson of the Board of Land and Natural Resources, and Director of Transportation.
