Establishes a Creative Resurgence Task Force to build and foster creativity and innovation through arts, culture, and humanities in response to COVID-19 pandemic impacts on creative industries and arts education.

Task force must examine measures to protect tax-exempt status of creative nonprofit organizations, support charitable tax policies, repeal monetary caps on charitable donation deductions, increase public access to arts and humanities education, and advance the creative economy.

Task force composition includes 14 designated members representing state departments (Business/Economic Development/Tourism, Labor/Industrial Relations, Taxation), University of Hawaii faculty from multiple campuses, state and local cultural arts organizations, and the Hawaii Institute for Public Affairs.

Task force must submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days prior to the 2022 Regular Session and dissolve on June 30, 2022.

Task force may invite additional organizations, agencies, or individuals to participate and must elect a chair and vice chair from among its membership.
