Requests the State Auditor to assess the social and financial effects of mandating health insurance coverage for ambulance and community paramedicine services, as required by S.B. No. 283 (2021).

Directs the Auditor to consider a specific definition of community paramedicine services: organized systems provided by EMTs and paramedics integrated into local health care systems and overseen by emergency and primary care physicians to address gaps in primary care.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the 2022 Regular Session.

Recognizes that community paramedicine can reduce unnecessary emergency department use, improve access to primary and preventive care, and decrease healthcare costs by having trained paramedics provide non-emergency care at home.

Directs transmission of certified copies to the State Auditor and Insurance Commissioner upon passage.
