Establishes a public racing facility working group to identify locations and develop a plan for establishing and operating racing facilities on Oahu, including kart tracks and road courses for driver training and public recreation.

Working group membership includes the Senate Transportation Committee Chairperson and House Transportation Committee Chairperson as co-chairs, plus representatives from state departments (Transportation, Business/Economic Development/Tourism, Board of Land and Natural Resources), Hawaii Tourism Authority, City and County of Honolulu officials, and members from kart racing and sport compact car racing communities.

Working group members serve without compensation and must submit annual progress reports to the Legislature by December 1st each year through December 1, 2025, or until a final plan is adopted.

Justifies the facilities as alternatives to illegal street racing that closed in 2006, while providing driver education, recreation opportunities, job creation, and economic diversification for Hawaii.

Facilities must be appropriately located away from residential areas to minimize traffic, noise, and other impacts.
