Department of Health is requested to survey and report on cardiopulmonary resuscitation (CPR) instruction currently offered through state departments.

Survey must identify how often CPR instruction is offered, vendors contracted by the State for CPR instruction, minimum participant requirements, and whether CPR can be offered or made available to public school students.

Department must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022.

Resolution notes that only 9% of out-of-hospital cardiac arrest victims in Hawaii survive, compared to 60% survival rates in cities with increased CPR training programs.

Resolution cites that 70% of Hawaii residents report feeling helpless during cardiac emergencies due to lack of CPR knowledge, and that CPR training can be completed in a single thirty-minute session.
