Requests the Legislative Reference Bureau to conduct a study examining the necessity of Hawaii's Certificate of Need (CON) process under Chapter 323D, Hawaii Revised Statutes

Study shall evaluate the role of the CON program, whether certain facilities or services should be exempt, and what modifications from other states could benefit Hawaii

Directs the Legislative Reference Bureau to make recommendations for eliminating or modifying the CON process

Requires submission of findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the Regular Session of 2022

Notes that Hawaii's CON law, established in 1975, has been criticized for restricting competition, limiting innovation, creating barriers to entry, and failing to control healthcare costs
