Requests the United States Marine Corps complete an environmental impact statement for the shoreline stabilization project at Puuloa Range Training Facility (PRTF) in Ewa, Oahu.

Project involves impact pile driving to install steel sheet piles 20 feet below the surface along a shoreline distance of 1,500 to 2,500 feet to create a bulkhead.

Expresses concern that the 2019 environmental assessment inadequately analyzed potential beach narrowing and loss from trade wind waves and cumulative effects of the nearby Iroquois Point hardening project completed in 2013.

Cites community concerns about impacts to endangered Hawaiian monk seal habitat, sea turtle habitat, essential fish habitat, the karst water system, and private property, and notes inadequate public notification.

Directs certified copies be transmitted to Marine Corps Base Hawaii Commander, Hawaii's congressional delegation, Governor, Board of Land and Natural Resources Chairperson, and Ewa Beach Neighborhood Board Chairperson.
