Urges members of the United States Congress to enact federal legislation granting statehood to Washington, D.C.

States that D.C.'s population of approximately 712,000 residents (2020) is comparable to Wyoming, Vermont, Alaska, and North Dakota.

Notes that D.C. residents pay more federal taxes than residents of 22 states and serve in the military yet lack full representation in Congress.

References a November 8, 2016 D.C.-wide referendum in which 86 percent of residents favored statehood.

Directs certified copies be transmitted to Hawaii's four members of Congress.
