Office of Enterprise Technology Services and National Federation of the Blind of Hawaii shall co-chair a working group on accessible government documents for both sighted and low-vision or non-sighted readers.

Working group shall research other states' laws and technologies for providing government documents in accessible formats, including documents from private entities under state contract.

Working group shall evaluate and recommend strategies to improve accessible government document provisions and identify effective oversight means, then make legislative recommendations.

Working group membership includes representatives from 14 entities including University of Hawai'i Center on Disability Studies, Department of Attorney General, Judiciary IT Systems, Hawaii Civil Rights Commission, and advocacy groups for blind and deaf persons.

Office of Enterprise Technology Services shall submit working group findings and recommendations to the Legislature no later than 40 days before the 2022 Regular Session; working group dissolves July 1, 2022, with members serving without compensation.
