Requests the State Auditor to conduct a sunrise analysis on licensing and/or certification of community health workers in Hawaii.

Directs the Auditor to include recommendations for a training program addressing social determinants of health that disproportionately affect low-income and minority populations.

Requires the Auditor to assess the probable effects of implementing a certification and/or training program and evaluate consistency with Hawaii Revised Statutes section 26H-2.

Mandates the Auditor submit findings to the Legislature no later than twenty days before the convening of the Regular Session of 2022.

Acknowledges community health workers' critical role in providing healthcare access to rural areas, particularly during the COVID-19 pandemic.
