Requests the City and County of Honolulu, Honolulu Police Department, Honolulu Department of Transportation Services, and Department of Transportation to work with the Honolulu City Council to create separate protected facilities for electric scooters, electric bicycles, and electric trikes on sidewalks.

Identifies safety concerns with electric mobility devices on sidewalks, noting that these devices can weigh over 40 pounds, reach speeds of 18 miles per hour (nearly six times faster than average walking speed), and pose serious injury or death risks to pedestrians.

References Act 180, Session Laws of Hawaii 2003, which defines electric personal assistive mobility devices with a maximum speed limit of 12.5 miles per hour and allows operation on sidewalks at no greater than 8 miles per hour unless prohibited by county ordinance.

Requires the Honolulu Department of Transportation Services to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the convening of the 2022 Regular Session.
