Department of Health requested to convene a task force to consider noise mitigation solutions for early morning trash collection in urban Honolulu.

Task force membership includes the Director of Health (chairperson), representatives from three private refuse collection companies (Honolulu Disposal Service, West Oahu Aggregate, and Aloha Waste of Honolulu), City and County of Honolulu Department of Environmental Services, one state senator, one state representative, and chairpersons of the Waikiki and Kakaako-Ala Moana Neighborhood Boards.

Task force may invite additional experts or organizations to participate.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convenes.

Certified copies of the resolution to be transmitted to the Department of Health, Environmental Services, neighborhood boards, and the three refuse collection companies.
