Request that the State Auditor conduct a performance audit of all programs within the State Historic Preservation Division of the Department of Land and Natural Resources.

Audit shall evaluate whether the Division has adequate staffing and resources to conduct timely project reviews and whether review and response to submittals meet established timeframes.

Audit shall examine current project review practices, record retention methodologies, monitoring protocols and cultural impact assessment guidance, and efforts to address the existing project review backlog.

Audit shall include recommendations for improvements and proposed legislation to update, redefine, or realign the Division's mission and organization to balance cultural and historic preservation with the State's land development needs.

Auditor shall submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022.
