Department of Labor and Industrial Relations and Department of Business, Economic Development, and Tourism are requested to jointly establish a statewide Green Jobs Corps program to address COVID-19 unemployment and support economic diversification.

Program should focus on resiliency and green sector jobs including local agriculture, conservation, climate adaptation, renewable energy, cesspool conversions, and technology industries.

Workforce Development Council and Hawaii State Energy Office are requested to advise on program establishment.

State conservation district lands should be considered as properties to manage and steward through workforce development initiatives.

Departments must identify public-private partnerships and submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convening.
