Proposes setting a maximum allowed noise level standard of 94 decibels for all motor vehicles.

Addresses enforcement challenges with existing state law that prohibits sale or installation of mufflers that increase vehicle noise above factory specifications, which is difficult to enforce due to comparison requirements.

Identifies prolonged or high-volume noise exposure as causing health problems including hearing loss, stress, hypertension, high blood pressure, high cholesterol, speech interference, and sleep disruption.

Requires transmitting a certified copy of the resolution to the Director of Transportation.
