Requests the Department of Health Environmental Management Division to conduct a study on implementing extended producer responsibility (EPR) for packaging in Hawaii.

Study must analyze EPR implementation independently and in conjunction with other state and federal initiatives, including costs and benefits to all stakeholders (environment, consumers, taxpayers, government, businesses).

Department must evaluate best available science, feasibility, projected timeline, expected savings for state and counties in waste management costs, and potential benefits and drawbacks of EPR implementation.

Allocates $125,000 for the study and requires the Department to consult with other state departments and community organizations.

Department must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.
