Urges the Governor and Board of Land and Natural Resources to terminate the University of Hawaii's lease of the Mauna Kea Science Reserve by the end of calendar year 2021.

Calls for the State to cease development of the Thirty Meter Telescope immediately due to the University of Hawaii's mismanagement of the project.

Directs the Governor, Board of Land and Natural Resources, and Mayor of the County of Hawaii to begin working with the Native Hawaiian community and Department of Hawaiian Home Lands homesteaders to develop a new management plan for Mauna Kea.

Urges the State and County of Hawaii to support any plan developed by the Native Hawaiian community, including plans requiring restoration of Mauna Kea to its natural state.

Emphasizes that Mauna Kea is held in public trust for Native Hawaiians under the Hawaii State Constitution and that Native Hawaiians have constitutionally protected rights to conduct traditional and customary practices on the mountain.
