Department of Agriculture and Department of Business, Economic Development, and Tourism are requested to develop a proposed plan to build a state hemp processing plant.

Hemp processing plant should operate independently from outside entities and industries within Hawaii.

Joint report with proposed plan and any proposed legislation must be submitted to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022.

Resolution acknowledges commercial hemp's potential to revitalize Hawaii's agricultural industry and notes that hemp requires processing before marketing.

Certified copies of the resolution are to be transmitted to the Chairperson of the Board of Agriculture and Director of Business, Economic Development, and Tourism.
