Requests the Hawaiian Electric Company and renewable energy companies increase public transparency in their decision-making processes.

Cites resident opposition to wind turbines due to landscape degradation, noise pollution, shadow flicker, and red light pollution, as well as impacts on Hawaiian hoary bats and other endangered species.

Directs transmission of certified copies to the Public Utilities Commission, Chief Energy Officer, Mayor of Honolulu, and Hawaiian Electric Company President and CEO.
