Strongly urges the Department of Land and Natural Resources to recognize that eFoil vessels (electric motorized vessels that can reach up to 25 miles per hour) constitute "thrill craft" under Hawaii law, which are defined as motorized vessels less than 13 feet in length that can exceed 20 miles per hour.

Directs DLNR to apply and enforce existing state statutes and administrative rules for thrill craft regarding maximum speed limits when eFoil vessels operate in close proximity to swimmers, beachgoers, marine life, and traditional surfers.

Urges DLNR to develop new administrative rules establishing minimum distance requirements for how close eFoil vessels may approach swimmers, beachgoers, marine life, and traditional surf line-ups regardless of speed.

Directs DLNR to collaborate with the National Oceanic and Atmospheric Administration to enforce the Marine Mammal Protection Act as it relates to eFoil vessel impacts on marine life and to prevent harassment of marine mammals.

Requires certified copies of the resolution be transmitted to the National Oceanic and Atmospheric Administration Administrator and the Chairperson of the Board of Land and Natural Resources.
