Requests the Department of Accounting and General Services, Department of Budget and Finance, and Department of Public Safety to submit public testimony on all proposed legislation that could potentially increase jail populations in Hawaii.

Requires the Department of Accounting and General Services to address in testimony the potential impact on facilities, including increased overcrowding and non-compliance with consent decrees based on extrapolated data.

Requires the Department of Budget and Finance to include in testimony the potential fiscal impact of proposed legislation on state spending, extrapolated from relevant recent data.

Requires the Department of Public Safety to provide evidence that proposed legislation will achieve its stated outcomes, or testify that no such evidence exists, and to identify alternatives to incarceration that are more effective, equally effective at lower cost, or more effective at lower cost.

Directs certified copies of the resolution to be transmitted to the Governor, relevant department directors, and the Chairperson of the Hawaii Correctional System Oversight Commission.
