Urges the Department of Health's Environmental Management Division to ensure that out-of-state recycling destinations comply with environmental standards outlined by the Basel Convention.

Urges Hawaii counties to ensure their recyclable waste destinations meet health and safety standards as outlined by the Basel Convention.

Notes that in 2019, Hawaii exported approximately 10.5 million pounds of plastic, 8.5 million pounds of aluminum, and 32.1 million pounds of glass and bi-metal for recycling to destinations including China, India, Indonesia, Malaysia, Saudi Arabia, and South Korea.

References the Basel Convention, adopted March 22, 1989, which aims to protect human health and the environment by reducing transboundary movement of hazardous wastes, particularly from developed to less developed countries.

Requires certified copies of the resolution be transmitted to the Governor, Director of Health, and all county mayors.
